These objects can be found in the ponds near the entrance of Kyoto. Only its upper body is visible. It appears to have no arms and legs. It can either appear on the surface along with another, or a single one can be found underwater. It is not possible to link with.
Speculation[]
It could be a representation of Ebisu, God of Fishermen, because it's always on the water, and also has big ears. Tokyo has a district named Ebisu.
