A sailor can be found in the Violence District, gazing across the ocean, only on A-type days. He disappears when the player gets too close, making it hard to get a good look at him.
Whether or not the sailor vanishes seems to depend on the position of the game's camera, rather than the player. Standing on the bottom step of the pier to his right, and turning to face him, can cause the sailor to flicker in and out of visibility.
